THE SELECTION PANEL FOR APPOINTMENT OF CHAIRPERSON AND MEMBERS OF THE UNIVERSITIES FUNDING BOARD
ADVERTISEMENT OF VACANCIES
The Universities Funding Board (UFB) is established under section 54 (1, 2, 3) of the Universities Act, 2012. The main function of the Board shall be to:
- Advise the Cabinet Secretary in matters of university education funding and related policy issues.
- In consultation with the Cabinet Secretary, develop transparent and fair criteria for allocation of funds to universities.
- Apportion funds to universities in accordance with criteria established.
- Mobilize and receive funds for purposes of the Fund from the Government, donors, and from any other source.
The Universities Funding Board shall be the Trustees to generally manage the University Fund established under section 53. The Selection Panel therefore invites applications from suitably qualified persons for the following non-executive positions:
- Chairperson of the Universities Funding Board (1 position)
Requirements for Appointment
A person shall be qualified for appointment as a chairperson if such a person:
- Is a holder of an earned Doctorate degree from a University recognized in Kenya.
- Has knowledge and experience in matters related to Finance, Investment and Fundraising.
- Is capable of contributing to development of University Education in Kenya.
- Has ten (10) years experience in leadership and management of public or private institutions.
- Meets the requirements of Chapter Six of the Constitution of Kenya.
- Member of the Universities Funding Board ( six positions)
A person shall be qualified for appointment as a Member of the Board, if such a person:
- Is a holder of at least a Masters degree from a University recognized in Kenya.
- Has knowledge and experience in matters related to one or more of the following: Finance, Investment, Fundraising, ICT, Engineering, Architecture, Statistics, Education and Law.
- Is capable of contributing to development of University Education in Kenya.
- Has at least five (5) years experience in leadership, management or academia.
- Meets the requirements of Chapter Six of the Constitution of Kenya.
- Duration of Appointment
- The Chairperson and Members of the Board shall hold office for a term not exceeding four years and shall be eligible for re-appointment for one further term.
- The members shall at the first meeting after appointment determine by lot which two of their number shall vacate office after a period of three and four years respectively to ensure continuity in the activities of the Board.
- Terms of Service
- The Board shall meet as often as necessary for the transaction of business but not more than four months shall elapse between the date of one meeting and that of the next meeting.
- The chairperson may at anytime and shall upon written request by majority of the members, call a special meeting of the Board.
- Applicants should attach copies of clearance certificates from:
- The Kenya Revenue Authority
- The Ethics and Anti-Corruption Commission
- The Criminal Investigation Department
- Credit Reference Bureau
- Higher Education Loans Board
- A person shall not be qualified for appointment as the Chairperson or a member of the Board if such a person is:-
- Serving in or occupying a leadership position of a University in Kenya or in such other capacity as may lead to a conflict of interest,
- A member of either National Assembly or County Assembly,
(c) Declared bankrupt, or
(d) Removed from office for contravening the provisions of the constitution or any other written law.
- Shortlisted Candidates shall be required to avail the following original documents during interviews.
- Academic Certificates and Testimonials.
- National Identity Card or Passport.
- Higher Education Loans Board Clearance Certificate.
- Commission for University Education Clearance Letter.
- The Kenya Revenue Authority Clearance Certificate.
- The Ethics and Anti-Corruption Commission Clearance Certificate.
- The Criminal Investigation Department Clearance Certificate.
- Credit Reference Bureau Clearance Certificate.
- Applications together with detailed Curriculum Vitae, copies of transcripts, academic and professional certificates, National Identity Card or Passport together with relevant testimonials and names and contacts of three (3) referees should be posted to:

The envelopes enclosing applications should be clearly marked “APPLICATION FOR CHAIRPERSON OR MEMBER OF THE UNIVERSITIES FUNDING BOARD (UFB)”.
The names of shortlisted candidates shall be posted in the websites of the Ministry of Education, Science and Technology and of Public Service Commission.
